Guns in the hands of criminals are a great danger to peace and tranquility in a society marked by liberty and elitism like the United States of America. Whereas guns are useful implements of self-defense, they can be abused if used to terrorize and attack innocent and unsuspecting people. Nonetheless, guns that are fully registered and regulated can be a great source of security and tranquility. The biggest challenge to the gun control problem is the existence of a huge black market operating in illegal arms and criminals using such illegally held guns to execute criminal activities. In the light of these challenges, the government needs to intensify the operations and surveillance for gun control and need to persuade the citizen to help in the efforts to control guns (Lott, 2013).  Therefore, gun control is a joint obligation of the civil society and the central government because the rates of escalating crime and casualties incurred through gun violence unnecessarily deprive innocent civilian the right to the full enjoyment of their freedom and civil privileges. Legislation as well as social sanctions can be enacted through a joint effort of the federal government and civil society to effectively regulate the menace of gun crime. 

There are freedoms for gun ownership derived from the constitution of the United States that allow citizens to apply for and acquire private guns. Nevertheless, these legitimate gun owners have rarely been a contributor to crime and violence. However, the fact that legal ownership of guns is enshrined in the constitution makes it a bit cumbersome regulating the gun trade and consequently the smuggling of illegal arms. Legally owned arms contribute very minimally to violent crimes involving guns. The real cause of gun crime and violence is the proliferation of illegal arms. It is only worrying that the trend of increasing cases of gun suicide is often traceable to legally owned firearms. 

Various aspects of society in America have worked against the legislative efforts to have the central government effectively control guns.  For instance, the close association of mental cases with the frequent gun violence perpetrators makes it cumbersome to institute effective litigation and punishment for criminals holding guns. Moreover, it is observed that many of the gun violence causes have ethnic and social latitudes, which have complicated the modalities of redress. The federal state, which wields the sovereignty and sole authority to regulate the society have the square obligation to intensify gun control in a bid to make the country safer because more and more sophisticated guns are gradually filtrating the black market and could pose more challenges to the stability and tranquility of the nation.

A study by the Firearms Control Center at Penn, indicate that there is a high correlation between homicide cases and gun possession. The data is consistent with the psychiatric cases and suicide rates. The mere availability of guns in homes and residential places is associated with all the ills associated with guns and as such, the state need to rightly intervene through the appropriate mechanisms of policy adjustment and advocacy (Rodríguez & Hempstead, 2011). Nevertheless, political whims and pressure groups need to be well advised by the state to loosen their stand on the issue of gun control. The executive arm of the government need to be allowed adequate altitude to deal with gun control stalemate for the last time so that the rates of crime and deaths resulting from guns are considerably checked.

Efforts to control guns in the United States have been thwarted by the social and ethnic scenarios that surround the gun related crimes. In the United States, about 32, 300 deaths occur annually and close to 69,000 injuries are reported but the data reveal that these crimes occur among poor urban neighborhoods. The statistics also reveal that these crimes are frequently among minority communities of the Hispanics, African Americans, and Mexicans of low social and economic status. The only grave realization is that a growing trend of gun crimes has been targeting schoolchildren and church environments where the victims are most vulnerable.

In conclusion, guns are merely implements that change the pattern of confrontation between the stronger and the weaker adversary. This is because they facilitate the execution of crime at a distance, they facilitate the weaker person to confront the stronger, and they enable an almost instantaneous encounter to unleash almost total destructive power on the victim. This opportunity afforded by the gun defeats the legal and surveillance process. Anything that defeats the institutions and mechanisms of security or governance within a country in manners that are sometime cumbersome should be treated with equal suspicion and contempt. The government therefore must intervene in such matters under the exercise of executive authority to institute rectitude.
